Dr. Axtell has an extensive background in the areas of public safety, homeland security, emergency management, disaster response, and criminal justice. Along with teaching and research, he serves as an Operations Division Supervisor for FEMA, an Emergency Manager for the City of Sacramento, and serves as a consultant to numerous cities and governmental agencies helping to develop policies and best practices related to emergency management, security and threat assessments, disaster and humanitarian relief, disaster response, and regulatory agencies. He has conducted research in the areas of resilience, needs analysis for the U.S. Department of Veterans Affairs, and Washington State Homeland Security Emergency Management Center of Excellence and Pierce College. He has numerous publications and presentations related to his research. He has also completed professional training in the areas of law enforcement, emergency management, incident command system certifications, healthcare emergency management, CITI, federal security services training, and various military courses. In addition, Dr. Axtell is affiliated and active with a number of professional organizations including the American Water Works Association, International Association of Emergency Managers, American Society for Industrial Security, and Veterans of Foreign Wars (VFW).
